Mr. Hilton CHEONG-LEEN was appointed Member (Unofficial) of the Legislative Council from 1973 to 1979 and Member from 1985 to 1988 representing Electoral College - Urban Council.
Mr. CHEONG-LEEN was born in 1922 in Georgetown, British Guyana. He attended La Salle College, Hong Kong and Central High School, Guyana.
Mr. CHEONG-LEEN is the president of the Hong Kong Civic Association, one of the oldest political groups in Hong Kong which he found in 1954. He was elected as Member of the Urban Council in 1957 representing the Hong Kong Civic Association and remained with the Urban Council until 1991. From 1981 to 1986, he was the Chairman of the Urban Council.

Mr. CHAN Wing Chan was born in Jiangmen, Guangdong in 1935. Mr. CHAN was Member of the Legislative Council from 1995 to 1997 representing the Functional Constituency - Hotels and Catering, of the Provisional Legislative Council from 1997 to 1998 through the Selection Committee for the First Government of the Hong Kong Special Administrative Region (Selection Committee), and of the Legislative Council of the Hong Kong Special Administrative Region (HKSAR) from 1998 to 2000 representing the Functional Constituency - Labour.
Mr. CHAN is the Honorary President of the Eating Establishment Employees General Union. Between 1990 and 2002, Mr. CHAN was the Chairperson of the Union. Mr. CHAN was also Member of the Selection Committee between 1996 and 1997.
Mr. CHAN has served on various committees relating to social services and trade unions of catering business.

Mrs. WONG CHIEN Chi Lien was an appointed Member of the Legislative Council between 1990 and 1991 (Official - Secretary for Health and Welfare) and an elected Member from Functional Constituency - Community, Social and Personal Service between 1995 and 1997.
Mrs. WONG was born in 1937 in Mainland China. She graduated from the University of Hong Kong in 1959 and joined the Hong Kong Government in 1969. After Mrs. WONG retired from the Government in 1994 as Secretary for Health and Welfare, she stood for Legislative Council election in 1995 and won with the highest numbers of votes.
Since Mrs. WONG ceased to be a Member of the Council in 1997, she has been writing books and teaching English.

Mr. Martin LEE Chu Ming was Member of the Legislative Council from 1985 to 1991 representing Functional Constituency - Legal and from 1991 to 1997 representing Geographical Constituency - Hong Kong Island East, and Member of the Legislative Council of the HKSAR from 1998 to 2008 representing Geographical Constituency - Hong Kong Island.
Mr. LEE was born in 1938 in Hong Kong and educated at the University of Hong Kong. He studied law in London and is a barrister-at-law by profession. Appointed Queen's Counsel in 1979, he served as the chairman of the Hong Kong Bar Association between 1980 and 1983 and member of the Basic Law Drafting Committee from inception in 1985 to 1989.
Mr. LEE was the founding chairman of the United Democrats of Hong Kong from 1990 to 1994 and its successor, Hong Kong Democratic Party, from 1994 to 2002.
Awards presented to Mr. LEE include Robert Schuman Medal (2000) by the Group of the European People's Party in the European Parliament; Statesmanship Award (1998) by the Claremont Institute; Democracy Award (1997) by the National Endowment for Democracy; Prize for Freedom by the Liberal International and International Human Rights Award (1995) by the American Bar Association.

Mr. YEUNG Po Kwan, OBE, CPM, JP, was appointed to the Legislative Council of Hong Kong as an Unofficial Member between 1983 and 1988.
Mr. YEUNG was born in Hong Kong in 1939. At the time when Mr. YEUNG was appointed to the Council, he was the Principal of Ming Yin College (1979-1990). He was the Principal of Ying Wa College from 1990 to 2003.
Mr. YEUNG joined the Royal Hong Kong Auxiliary Police in 1963 and became the Chief Superintendent, Hong Kong Island Region in 1986. Mr. Yeung has served on various committees and advisory bodies relating to education, social welfare and crime fighting.

Prof. LAU was Member of the Legislative Council of the HKSAR from 2004 to 2012, elected from the Functional Constituency - Architectural, Surveying and Planning.
Prof. Patrick LAU was born in 1944 in Macau. He is an architect by profession and at present Honorary Professor of Department of Architecture, University of Hong Kong. Awards received by Prof. LAU include the Ten Outstanding Young Persons Award (1984), the Hong Kong Institute of Architects Outstanding Architect Award (1991) and the Artist of the Year Award (1999).
Prof. LAU has served on various councils, associations and teams relating to design, conservation and social services.

Mrs. Rita FAN HSU Lai Tai was appointed Member (Unofficial) of the Legislative Council from 1983 to 1992, Member of the Provisional Legislative Council from 1997 to 1998 through the Selection Committee for the First Government of the HKSAR (Selection Committee), and Member of the Legislative Council of the HKSAR from 1998 to 2004 representing Election Committee and 2004 to 2008 representing Geographical Constituency - Hong Kong Island.
Mrs. Rita FAN was elected by Members to become President of the Provisional Legislative Council from 1997 to 1998 and the Legislative Council of the HKSAR from 1998 to 2004. She is the first female President of the Legislative Council.
Public services of Mrs. FAN include such as Member of the Executive Council from 1989 to 1992; member of the Preliminary Working Committee for the Preparatory Committee for the HKSAR from 1993 to1995, member of the Preparatory Committee for the HKSAR from 1995 to 1997 and Supervising Adviser to the Hong Kong Federation of Women.
Mrs. FAN was born in 1945 in Shanghai, Mainland China. She was awarded Bachelor of Science (in Chemistry and Physics) and Master of Social Science (in Psychology) by the University of Hong Kong and Honorary Doctor Degrees by the University of Political Science and Law, China in 2003, City University of Hong Kong in 2005, University of Hong Kong in 2009 and Hong Kong Polytechnic University in 2009.

Mrs. Pauline NG CHOW May Lin, JP, was born in Hong Kong in 1947. She was appointed to the Legislative Council as an Unofficial Member between 1983 and 1988. At the time when she was serving the Council, Mrs. NG was a teacher at Kit Sam Middle School and an elected member of the Wong Tai Sin District Board.
Mrs. NG has served on various committees and advisory groups relating to recreation, crime fighting and social services.

Dr. Margaret NG Ngoi Yee was born in Hong Kong in 1948 and educated in Hong Kong, the United States of America and the United Kingdom. As a barrister, she was elected to represent the Legal Functional Constituency in the Legislative Council from 1995 to 1997 until the Council was dissolved on 30 June 1997 and replaced by the Provisional Legislative Council on 1 July 1997. Dr. NG was elected again to represent the Legal Functional Constituency in the Legislative Council of the Hong Kong Special Administrative Region for four consecutive terms from 1998 to 2012.
Before joining the Legislative Council, Dr. NG had served on various statutory bodies and public committees such as the Shatin District Board, the Executive Council of the Hong Kong Council of Social Service, the Central Policy Unit and the Town Planning Appeal Board. She is a founding member of the Civic Party and the Archives Action Group, and currently, the Chairperson of UNISON.
Dr. NG is a noted commentator and writer in both English and Chinese. She was the Deputy Editor-in-Chief and Publisher of Ming Pao from 1986 to 1987 and 1988 to 1990 respectively. Dr. NG is a regular contributor to Ming Pao and the South China Morning Post. She has also authored over a dozen Chinese books.

Mr. CHEUNG was born in 1951 in Guangzhou, Mainland China.

Ms. Anna WU Hung Yuk, GBS, JP, was born in Hong Kong in 1951. Ms. WU was appointed to the Legislative Council of Hong Kong as an Unofficial Member from 1993 to 1995.
On 20 January 2009, Ms. WU has been appointed by the Chief Executive of the Hong Kong Special Administrative Region to the Executive Council as a Non-official Member.
Ms. WU was the Chairman of the Equal Opportunities Commission from 1999 to 2003, the Consumer Council from 1997 to 1999, and the Operations Review Committee of the Independent Commission Against Corruption from 1997 to 1999. Ms. WU was a member of the Law Reform Commission in 2012 and the Hospital Authority from 1997 to 1999. She also served as the Director of the Hong Kong Mortgage Corporation Limited in 1999 and Non-executive Director of the Securities and Futures Commission in 2001.
Ms. WU currently is the Chairperson of the Mandatory Provident Fund Schemes Authority and the Competition Commission, Council Member of Hong Kong International Arbitration Centre, and Chair of the Academic Board for Postgraduate Certificate in Laws (PCLL) of the University of Hong Kong (see item (1) in Note).

Ms. Emily LAU Wai Hing

Ms. Emily LAU Wai Hing, JP, was born in Hong Kong in 1952. She co-founded The Frontier, a local political group, in 1996 and acted as its convener from 1996 to 2008. Ms. LAU was the Vice-chairperson of the Democratic Party in 2008 and became the Chairwoman of the Party in 2012.
Ms. LAU began her career as a journalist with the South China Morning Post in 1976. She was the Vice-chairperson of the Hong Kong Journalists Association from 1988 to 1989 and Chairperson from 1989 to 1991. Ms. LAU was awarded the Bruno Kreisky Prize for human rights in 1997.
Ms. LAU was the first female directly elected to the Legislative Council. She was elected to the Legislative Council from 1991 to 1997 and the Legislative Council of the Hong Kong Special Administrative Region (HKSAR) from 1998 to 2016 from the Geographical Constituency - New Territories East.

Mr. Albert CHAN Wai Yip is Member of the fifth Legislative Council of the Hong Kong Special Administrative Region (HKSAR) (2012-2016) representing the Geographical Constituency - New Territories West.
Mr. CHAN was Member of the Legislative Council representing the Geographical Constituency - New Territories South from 1991 to 1995, New Territories Central from 1995 to 1997 and New Territories West from 2004 to January 2010. He resigned on 28 January 2010 together with four other Members Mr. Alan LEONG Kah Kit, Ms. Tanya CHAN, Mr. LEUNG Kwok Hung and Mr. WONG Yuk Man with the intention that the by-election triggered by the resignation would act as a de facto referendum in promoting universal suffrage in the electoral reform launched by the government. Mr. CHAN was elected back to the fourth Legislative Council on 17 May 2010 representing the Geographical Constituency - New Territories West.
Mr. CHAN was also a Regional Councillor from 1986 to 1995 and a Tsuen Wan District Councillor from 1985 to 2011.
Mr. CHAN was born in 1955 in Hong Kong. Formerly educated and worked as a social worker, he is now a full time legislator affiliated with People Power.

Ms. Christine LOH Kung Wai was born in Hong Kong and educated in Hong Kong and the United Kingdom.
Ms. LOH was appointed as an Unofficial Member of the Legislative Council in 1992. Through direct elections, she returned to the Council by the Geographical Constituency – Hong Kong Island Central in 1995, and the Geographical Constituency – Hong Kong Island in 1998. She was the Chairperson of the Panel on Environmental Affairs in the legislative sessions of 1995-1996 and 1998-2000.
Ms. LOH co-founded the Society for Protection of the Harbour in 1995, and in 1997 she established the Citizens Party, which was dissolved in 2008. After leaving LegCo, she co-founded Civic Exchange, a non-profit public policy think tank, in 2000. Serving as the Chief Executive Officer of Civic Exchange until 2012, Ms. LOH was appointed as the Under Secretary for the Environment Bureau in the Hong Kong Special Administrative Region Government between 2012 and 2017.
Ms. LOH has conducted policy research on politics, sustainable development and various aspects of public affairs. She wrote columns for local and overseas newspapers and has published in different journals and magazines.

Mr. CHAN was a Non-official Member of the Executive Council from 2004 to 2009 and was appointed again to the Executive Council by the Chief Executive in 2012.

These records and materials were created, received or accumulated by the donors.
Mementos contributed by Members to the time capsule of the Council, which was laid in 1997 and unearthed in 2011, are also included.
Records and material in this Fonds reflect a wide range of activities of Members and former Members relating to their Council-related business, election campaigns, policy interests, communication with the government and the public, professional work and community service.
