Scope and Content
This fonds consists of records created, received or accumulated by the committees and subcommittees appointed by the Legislature of Hong Kong and the informal setups formed within the Office of Unofficial Members of the Executive and Legislative Councils (UMELCO) (1963-1986), Office of Members of the Executive and Legislative Councils (OMELCO) (1986-1992) and Office of Members of the Legislative Council (OMLEGCO) (1992-1994) to assist Members of the Council in scrutinizing legislative and financial proposals from the Administration, monitoring the formulation and implementation of public policy and studying or inquiring into issues of public concern, etc.

Records in this fonds cover the following formal and informal setups:

a. Formal committees

(1) Finance Committee and its subcommittees;
(2) Public Accounts Committee;
(3) House Committee and its subcommittee;
(4) Bills Committees;
(5) Panels, joint Panels and their subcommittees; and
(6) Select Committee and Investigation Committees.

b. Informal groups

(1) In-house meeting of UMELCO and OMELCO from 1971 to 1992;
(2) In-house meeting of the Legislative Council from 1971 to 1992;
(3) Groups, Standing Groups and Panels formed before 1994
(4) Ad Hoc Groups formed between 1972 and 1992; and
(5) Working Groups or Expert Groups formed before 1993.

This Fonds also include records relating to meetings of Council Members, Members of UMELCO and of OMELCO with members of District Boards, Provisional District Boards and District Councils.

Subject matters covered in this Fonds reflect the variety of issues and legislative and financial proposals dealt with by the Legislature through its formal committees, subcommittees and informal setups.
