Scope and Content

The records in this series relate to the organization and work of the Panels established by UMELCO, OMELCO and OMLEGCO (Office of Members of the Legislative Council) and subsequently by the Legislative Council relating to commerce, trade and industry. The scope of the subject coverage has been extended in recent years to include technology, intellectual property and inward investment.
The records also contain representations and submissions from members of the public and the private sector and correspondence with District Councils.
Issues dealt with by the Panels include multi-lateral trade, Most Favoured Nation (MFN) status of China, protectionism, World Trade Organisation (WTO), the Multi-Fibre Arrangement (MFA), anti-dumping, trade relations with Vietnam, copyright piracy, parallel imports, intellectual property rights, convention and exhibition facilities, consumer protection, overseas trade offices, the Hong Kong Trade Development Council (HKTDC) and community electronic trading service.
The contents of files include agenda, notes of meetings, minutes, memoranda, letters, information papers, reports, publications, Legislative Council briefs, speaking notes and items for the Finance Committee.

Records in this series are files in both hard and soft cover manila folders. Enclosures are attached using Treasury tags.
Records for the period between 1984 and 1995 were originally held in lever-arch files. The contents are hole-punched in the top left hand corner suggesting that they were originally maintained in manila folders using Treasury tags and were subsequently transferred to lever-arch files. For records preservation, the Archives has replaced the lever-arch files with hard cover manila folders.
