Scope and Content

The records in this series relate to the organization and work of the Panels established by UMELCO, OMELCO and OMLEGCO (Office of Members of the Legislative Council) and subsequently by the Legislative Council relating to constitutional affairs and constitutional development, including the Basic Law. The subject coverage of more recent records includes personal data protection and press freedom.
The records document regular and special Panel meetings, as well as joint meetings with other Panels and meetings of subcommittees.
Among the subjects to be found in the records in this series are: registration of electors in functional constituencies, demarcation of geographical constituency areas, opinion surveys on representative government, mechanism for amendment of the Basic Law, human rights and the Bill of Rights, proposals by Governor Christopher Patten for political reform, amendment to the Letters Patent, the Court of Final Appeal, development of the political system of the Hong Kong Special Administrative Region, legislation on political parties, access to government information and freedom of information, and the relationship between the Executive and the Legislature.
The documents contained in the files include agenda, notes of meetings, minutes, memoranda, letters, information papers, extracts from Hansard, reports, booklets, submissions, convener’s briefs, handwritten notes, speeches and press releases.

Records in this series are files in both hard and soft cover manila folders. Enclosures are attached using Treasury tags.
Records for the period between 1987 and 1992 were originally held in lever-arch files. The contents are hole-punched in the top left hand corner suggesting that they were originally maintained in manila folders using Treasury tags and were subsequently transferred to lever-arch files. For records preservation, the Archives has replaced the lever-arch files with hard cover manila folders.
