Scope and Content
The records in this series relate to the organization and work of the Panels established by UMELCO, OMELCO and OMLEGCO (Office of Members of the Legislative Council) and subsequently by the Legislative Council relating to manpower. From 1987, they also included industrial training.

The series records regular and special Panel meetings, joint meetings with other Panels and meetings of subcommittees and working groups. Also covered are representations from members of the public and outside bodies and fact-finding visits by Panel members in official capacity.

The subjects dealt with by the Panels include: establishment of the Occupational Safety and Health Council, long service payment scheme, importation of labour, employees retraining scheme, eliminating age discrimination in employment, Trade Unions (Amendment) Bill, unemployment and job creation, minimum wage, domestic helpers, implications for local employment of China’s accession to the World Trade Organization and role of the Vocational Training Council.

Among the types of documents contained in the files are agenda, notes of meetings, memoranda, letters, information papers, publications, submissions, items for Finance Committee and press cuttings.

Physical Description Records in this series are files in both hard and soft cover manila folders. Enclosures are attached using Treasury tags.

Records for the period between 1985 and 1994 were originally held in lever-arch files. The contents are hole-punched in the top left hand corner suggesting that they were originally maintained in manila folders using Treasury tags and were subsequently transferred to lever-arch files. For records preservation, the Archives has replaced the lever-arch files with hard cover manila folders.
