The records in this series relate to the organization and work of the Panels established by UMELCO, OMELCO and OMLEGCO (Office of Members of the Legislative Council) and subsequently by the Legislative Council relating to the civil service, public-funded bodies and public services.
The records relate to regular and special Panel meetings, joint meetings with other Panels and with civil service associations and trade unions. Also documented are representations and submissions from members of the public and non-government bodies, and official visits by Panel members.
Among the wide range of subjects covered by the records are pay trend surveys, accommodation allowance, localization policy, reorganization of the Registrar General’s Department, tax inspectors grade review, post-retirement employment of senior civil servants, civil service reform, employment of temporary staff, Association of Expatriate Civil Servants’ judicial review on transfer from agreement to local pensionable terms, retirement benefits, voluntary retirement scheme, civil service pay adjustments and disciplinary mechanism in the civil service.
The types of documents within the files include notes of meetings, memoranda, submissions, agenda, letters, information papers, press cuttings, reports and Legislative Council briefs.

Physical Description

Records in this series are files in both hard and soft cover manila folders. Enclosures are attached using Treasury tags.
Records for the period between 1986 and 1992 were originally held in lever-arch files. The contents are hole-punched in the top left hand corner suggesting that they were originally maintained in manila folders using Treasury tags and were subsequently transferred to lever-arch files. For records preservation, the Archives has replaced the lever-arch files with hard cover manila folders.
