Scope and Content
|
This series contains records of the voting results on bills and motions in the Legislative Council. The records comprise files of typed and printed sheets recording the votes on bill readings, amendments, motions, etc.
From 1991 to 1998 they primarily contain the following:
- The vote number
- Date and time
- Subject of the motion
- Names of Members / Public Officers who proposed and seconded the motion (this is sometimes handwritten, and sometimes omitted)
- The voting totals: for, against and abstentions
- Individual voting results: seat and card numbers, office or name, and vote
- Signature of the Clerk
As far as voting records during the period of the Provisional Legislative Council (1997-1998) are concerned, the format of the voting results was different but the content remained the same, except for the addition of the percentage for the ‘yes’, ‘no’ and ‘abstain’ votes of the total vote.
From July 1998 the following details have been recorded in both English and Chinese:
- Vote number
- Date and time
- Subject of motion
- Names of Members / Public Officers moving motions, bills or amendments
- Breakdown of votes by functional and geographical constituencies showing the number of Members present, the voting result (‘yes’, ‘no’ or ‘abstain’) and whether the motion was passed or ‘negatived’
- Individual vote by name of Members
- Signature of the Clerk
The results of votes taken during Council meetings are also recorded in the following:
- Hong Kong Hansard: Reports of the Meetings of the Legislative Council of Hong Kong (English Version) in LAS 1 and in LAS 39 (Chinese Version);
- Official Record of Proceedings of the Meetings of the Legislative Council (Floor Version of Hansard) in LAS 2; and
- Minutes of Council Meetings in LAS 3.
The regulatory framework for voting is provided in the Standing Orders and the Rules of Procedure of the Council.
