Archival History

The series was transferred to the Legislative Council Archives between 2011 and 2013.

Records created between Sessions 1985-1986 and 1995-1996 were acquired from the Council Business Division 3, Legislative Council Secretariat (CBD 3) and those created afterwards were from the Translation and Interpretation Division, Legislative Council Secretariat (TID).

TID is responsible for the production of the Hansard. Upon completion, TID retains a copy of the printed versions in English and Chinese for record purpose, and distributes reference copies to the concerned Divisions in the Legislative Council Secretariat, including the Library and CBD 3. The latter is responsible for servicing meetings of the Council.

Scope and Content

Hansard is the official record of what is said during the conduct of the business of the Legislative Council at a Council meeting, including debates by Members on the issues and subjects brought to the attention of the Council.

Before 1985 the Hong Kong Hansard was published in English only. Since 1985, Hansard has been published in both English and Chinese. This series includes only the Chinese version of Hansard. Its English version is available in LAS 1: Hong Kong Hansard: Reports of the Meetings of the Legislative Council of Hong Kong (English Version).

a. Variations in title
Hansard printed in Chinese appears under different titles at different times:

1. 1985-1997: 「香港議事錄 - 香港立法局會議過程紀錄」
2. 1997-1998: 「香港議事錄 - 香港臨時立法會會議過程紀錄」
3. 1998-2006: 「香港議事錄 - 香港立法會會議過程紀錄」
4. 2006-2010: 「香港議事錄 - 香港立法會會議過程記錄」
5. 2010 - present: 「香港議事錄 - 香港立法會會議過程紀錄」

The last title, 「香港議事錄 - 香港立法會會議過程紀錄」, has been selected to identify this records series.

The following aspects of Council business are commonly found in Hansard:
- Date and time of sittings/meetings and adjournments
- Names of Members present and absent, and the public officials and Council clerks attending each meetings
- Taking of oaths and affirmations by Members
- Election of President (from 19 February 1993)
- Tabling of papers and subsidiary legislation
- Addresses, such as the Chief Executive’s policy speech or introduction of a departmental annual report
- Oral answers to Members’ questions
- Written answers to Members’ questions
- Bill readings
- Motions on bills and ordinances
- Voting results
- Appointment of committees
- Statements and announcements

Details of the papers tabled at Council Meetings are set out at the beginning of each report of meeting after the names of Members present and absent and persons in attendance.

The volumes of the reports of Council meetings are indexed. For volumes of 1985-1986, the subject index is located at the front of the first volume. Beginning in 1986-1987, a Summary of Contents（事務分類目錄）is located at the front of the first volume of reports for each session, and the index（索引）appears at the back of the last volume for that session.

From 1995-1996 to 2007-2008, the last volume for each session contains two sections: (a) Summary of Business（事務分類）and; (b) Index（索引）.

The first section, ‘Summary of Business’（事務分類）lists the business of the Council in order as follows:

- Addresses by the Governor / Chief Executive（總督／行政長官施政報告）
- Governor’s / Chief Executive’s question session（總督／行政長官答問大會）
- Addresses（致辭／發言）
- Presentation of petition（提交呈請書）
- Questions（質詢）
- Motions（議案）
- Statement（聲明）
- Bills（條例草案／法案）
- Adjournment（休會）
- End of session（會期結束）

An explanatory note on the letter code system that indicates the date of the relevant sitting / meeting of the Council is placed at the front of this section. For example, ‘A’ refers to the sitting on 11 October 1995, ‘Z’ for that on 3 April 1996, and ‘AA’ for the sitting on 18 April 1996.

The location reference printed next to the relevant item of business consists of the sitting / meeting code letter and page number(s). Thus, the address by the Governor on 11 October 1995 has the location reference ‘A16-60’.

The second section contains the index（索引）.

In addition to the page reference, a code is used in the index to identify the type of business item, as follows:

- （致）致辭;
- （質）質詢;
- （議）議案;
- （聲）聲明;
- （條）條例草案;
- （宣）宣布; and
- （休）休會.

Examples taken from the Session 2001-2002 are:

- 《1972年國際集裝箱安全公約》：5366（議）;
- 公共小型巴士：4718（質）; and
- 《基本法》：3265（聲）.

Entries for Bills（條例草案／法案）may be followed by a code to indicate the reading it refers to:

- 首：首讀;
- 二：二讀;
- 三：三讀; and
- 委：委員會審議階段.
