The records comprising this series are video recordings of proceedings of the Legislative Council meetings, including the speeches by Members and public officers on the issues and subjects brought to the attention of the Council.
a. Language
Proceedings of the Council meetings were conducted in English until 1972 when the Standing Orders were amended to allow Members to address the Council in either English or Cantonese. Since the adoption of the Rules of Procedure on 2 July 1998, Council meetings may be conducted in Putonghua, Cantonese or English.
At present, simultaneous interpretation in English, Cantonese and Putonghua is provided for all Council meetings (see item (1) in Note). Simultaneous interpretation services in English and Cantonese are undertaken by interpreters from the Government’s Simultaneous Interpretation Section while the service in Putonghua is outsourced to a contractor. The Translation and Interpretation Division of the Legislative Council Secretariat is responsible for supervising the provision of such services for Council meetings.
b. Recording
Before October 2011, proceedings of Council meetings were recorded by Radio Television Hong Kong (RTHK) as part of the support to the Legislative Council provided by the Government. From October 2011 onwards, recording of all proceedings of the Council has been undertaken by the Legislative Council Secretariat’s in-house TV production team and produced following the Televising Guidelines endorsed by the Legislative Council Commission while individual media organizations are also allowed to make their own recordings from the press galleries and individual TV/Radio Rooms of the Legislative Council Chamber.
c. Broadcasting
Proceedings of Council meetings were first broadcast by RTHK on radio in December 1975 as a regular programme. Before that, only selected Council meetings including Council meetings at which the Chief Executive delivered the Policy Address and the Budget debate were broadcast live. In April 1986, Council meetings started to be televised on TV. In October 2006, a new audio webcast system was introduced on the Legislative Council Website to broadcast the Council meetings. Since 2014, the Council meetings are live-streamed on various forms of social media platform on the Internet.
The recordings in this series include the full rendition of the speeches in the original language delivered by the speaker on the floor, i.e. the "floor (FLR) version", and some with simultaneous interpretation versions in English and/or Cantonese.

Physical Description
|
Laser discs (DVDs) are stored in individual archival cases. The disc types are Sony DVD-R, 4.7 GB/120 minutes capacity and TDK DVD-RW, 4.7GB/120 minutes capacity.
