Other Papers Tabled at Legislative Council Meetings are reports and papers produced by the Council committees, subcommittees, Working Group and Panels or The Legislative Council Commission as required by the Rules of Procedure, House Rules, procedure of the committee, or a decision by the Council or the Commission (see item (1) in Note). This series contains records since the 2010-2011 session. They primarily consist of (see item (2) in Note):
- Reports of Bills Committee on consideration of a bill
- Reports of House Committee and its subcommittees on consideration of subsidiary legislation and other instruments (see item (3) in Note)
- Reports of Finance Committee on the examination of the Estimates of Expenditure
- Reports of the Committee on Members’ Interests
- Reports of the Committee on Rules of Procedure
- Reports of the Committee on Access to the Legislature's Documents and Records
- Reports of investigation committee,
- Reports of select committee,
- Reports of the Panels,
- Papers of The Legislative Council Commission
Different types of papers are tabled at the Council meetings after the confirmation of minutes and other businesses. They include subsidiary legislation and other instruments, Sessional Papers, which are numbered on a sessional basis (see LAS 4), and Other Papers. Other Papers are presented by the Chairman of a Legislative Council committee, subcommittee or Panel, or the Chairman of The Legislative Council Commission. The majority of the reports are tabled at the end of a legislative session to report major activities during the period.
Other Papers are listed under “Reports” or “Other Papers” in the agendas, minutes and Hansard of the Council meetings since the 1997-1998 session. From the Council meeting held on 16 July 1997, Other Papers were listed under “Reports”. Since the Council meeting held on 20 and 21 October 1999, Other Papers and Sessional Papers have been grouped under ‘Other Papers’ but Sessional Papers are still listed with a number before the title. The numbering for Sessional Papers is no longer provided in the mentioned official documents and are allotted for internal reference only since the Council meeting on 20 and 21 March 2019.
