Scope and Content

a. Nature
The records in this series comprise Order Papers and Agendas of the Legislative Council setting out the items of business and their order of transaction at each meeting. In general, the Order Papers and Agendas include papers to be tabled, questions to be put to the Government, and government motions and bills to be moved (see item (1) in Note).
b. Subject matter
Items of business for a meeting of which notice has been given are placed on the Agenda in the following order (see Rules 18(1) and 19(1) of the Rules of Procedure):
- Administration of oath or affirmation to Members
- Obituary and other ceremonial speeches
- Reading by the President of messages or announcements by the President
- Presentation of petitions
- Laying on the Table of papers and reports of committees
- Asking and answering of questions put to the Government
- Statements by designated public officers
- Personal explanations
- Government bills
- Government motions other than those on subsidiary legislation and other instruments made under an Ordinance
- Government motions on subsidiary legislation and other instruments made under an Ordinance
- Members’ motions on subsidiary legislation and other instruments made under an Ordinance
- Members’ bills
- Members’ motions other than those on subsidiary legislation and other instruments made under an Ordinance
- Requests for leave to attend as witness in Civil proceedings and to give evidence of Council proceedings
- Motion for adjournment for the purpose of raising any issue concerning public interest, with a view to eliciting a reply from a designated public officer
Lists of subsidiary legislation and sessional papers to be tabled are also given in the Order Papers and Agendas.
The above order for the conduct of business does not apply to meetings for attendance by the Chief Executive, the Chief Executive’s Policy Address, the first meeting of the Council term or for the election of the President (Rule 19(3) of the Rules of Procedure).
