Scope and Content

The records in this series relate to the work of the subcommittees established by the House Committee to examine subsidiary legislation, draft subsidiary legislation and other instruments.
Records in this series include meetings of the subcommittees, representations from the Administration and the seeking of views of external organizations.
The subjects covered by the records reflect the wide range of subsidiary legislation considered by the subcommittees such as the mandatory provident fund scheme, Chinese medicine fees, District Court rules and civil procedure fees, Airport Authority bylaw, waste disposal, merchant shipping safety, Land Registry fees, Star Ferry fares, licensing of estate agents, ozone layer protection and travel industry compensation fund.
Among the types of documents contained in the files are agenda, minutes of meetings, draft legislation, letters, Legislative Council briefs, draft speeches, notices of motion, extracts from the Council proceedings, reports and information notes.
Records relating to subsidiary legislation referred to the Legislative Council before 1 September 1992 for which the In-house meeting of the Legislative Council decided that ad hoc group needed not be formed are included in LAS 40: Records Relating to Ad Hoc Groups Formed to Study Bills and Subsidiary Legislation.
Records relating to subsidiary legislation referred to the Legislative Council on or after 1 September 1992 for which the House Committee decided that subcommittee needed not be formed are included in LAS 33: Bills Committees and Bills Records.
Records relating to subcommittees formed by the House Committee other than those relating to subsidiary legislation and instruments are included in LAS 38: Records Relating to Subcommittees Appointed by House Committee.
