Scope and Content
The records in this series relate to the organization and work of the Panels established by UMELCO, OMELCO and OMLEGCO (Office of Members of the Legislative Council) and subsequently by the Legislative Council relating to lands, public works and development. The records also include water supply and heritage conservation.

The records document meetings of the Panels and their subcommittees.

Among the subjects to be found in the records are: control of advertising signs, clearance of non-indigenous villages, water supply to squatter areas, temporary use of vacant Crown land, dangerous buildings, unauthorized structures, asbestos in housing, ports and airport development, flooding and landslides in the New Territories, land resumption, land title registration system and sustainable development.

The types of documents contained within the files include agenda, notes of meetings, memoranda, reports, letters, briefing papers, publications, draft speeches and extracts of minutes of the Public Works Subcommittee.

Physical Description Records in this series are files in both hard and soft cover manila folders. Enclosures are attached using Treasury tags.

Records for the period between 1982 and 1994 were originally held in lever-arch files. The contents are hole-punched in the top left hand corner suggesting that they were originally maintained in manila folders using Treasury tags and were subsequently transferred to lever-arch files. For records preservation, the Archives has replaced the lever-arch files with hard cover manila folders.
