The records in this series relate to the organization and work of the Panels established by UMELCO, OMELCO and OMLEGCO (Office of Members of the Legislative Council) and subsequently by the Legislative Council relating to health and medical services.
The records document regular and special Panel meetings as well as joint meetings with other Panels. They also cover official visits by Panel members and representations made to the Panels by members of the public or private bodies.
Subjects dealt with by the Panels in this series include: emergency ambulance service, review of health care system, shortage of nurses, subvented hospitals, homes for the elderly, environmental pollution, traditional Chinese medicine, postgraduate medical education and training, dental services, treatment of Vietnamese boat people, wastage of doctors and nurses, registration of chiropractors, occupational health and safety, registration of radiographers, food safety and environmental hygiene, the mentally handicapped, and the establishment of the Hospital Authority.
The files contain a variety of documents, including agenda, notes of meetings, memoranda, letters, information papers, reports, Legislative Council briefs, publications and press cuttings.
Records created by the Panel on Social Services (1981-1982), Panel on Health and Welfare Panel (1982-1984) and Panel on Health, Welfare and Environment Panel (1984-1985) relating to welfare services and environmental issues are also grouped in this series.
Among the subjects mentioned in the records relating to welfare in this series are subvented hospitals, the social welfare system and homes for the elderly.
Records relating to environment in this series mainly deal with environmental problems in Tsuen Wan.

Physical Description

Records in this series are files in both hard and soft cover manila folders. Enclosures are attached using Treasury tags.
Records for the period between 1982 and 1993 were originally held in lever-arch files. The contents are hole-punched in the top left hand corner suggesting that they were originally maintained in manila folders using Treasury tags and were subsequently transferred to lever-arch files. For records preservation, the Archives has replaced the lever-arch files with hard cover manila folders.
