Scope and Content
The records in this series relate to the organization and work of the Panels established by UMELCO, OMELCO and OMLEGCO (Office of Members of the Legislative Council) and subsequently by the Legislative Council relating to home affairs, recreation, culture and sport.

The records document regular and special Panel meetings, joint meetings with other Panels, meetings with visiting officials and politicians and official visits by Panel members.

The subjects dealt with by the records series include: livestock waste control, flooding, water pollution, off-shore gambling, recreation and sports for the elderly, discrimination against women, Hong Kong Stadium redevelopment, proposed Academy for the Performing Arts, subscription television, heritage sites, New Territories land, promotion of visual arts, transparency of government advisory bodies, proposed film commission, British Forces Broadcasting Service (BFBS), International Covenant on Economic, Social and Cultural Rights, cable and satellite television, tobacco sponsorship of arts and sports, establishment of film archives and the Bill of Rights Ordinance.

The files in this series comprises agenda, notes of meetings, minutes, memoranda, letters, information papers, background briefs, reports, publications, submissions and posters.

Physical Description Records in this series are files in both hard and soft cover manila folders. Enclosures are attached using Treasury tags.

Records for the period between 1981 and 1992 were originally held in lever-arch files. The contents are hole-punched in the top left hand corner suggesting that they were originally maintained in manila folders using Treasury tags and were subsequently transferred to lever-arch files. For records preservation, the Archives has replaced the lever-arch files with hard cover manila folders.
