Scope and Content
The records in this series relate to the organization and work of the Panels established by UMELCO, OMELCO and OMLEGCO (Office of Members of the Legislative Council) and subsequently by the Legislative Council relating to security. Records relating to subcommittees set up by the Panels are also included.

The series documents regular and special Panel meetings, joint meetings with other Panels, meetings of its subcommittees, submissions and representations from the public and non-government bodies, and official visits by Panel members.

Among the subjects dealt with in this series are illegal immigrants, Vietnamese refugees, illegal gambling, vice establishments, identity cards, triad activities, admission of Commonwealth barristers to the Hong Kong Bar, release of prisoners under supervision, Bill of Rights, airport security, prisoners’ complaints, visa policy, loan sharks, Lan Kwai Fong disaster in 1993, witness protection, nationality issue, admission of Filipina/foreign domestic helpers and statutory provisions on search and seizure of journalistic material.

The contents of the files include: schedules, information papers, letters, notes of meetings, memoranda, reports, press cuttings, submissions, speeches, employment contracts, consultation papers and press releases.
