Scope and Content

Records in this series relate to the work of the ad hoc groups established within UMELCO and OMELCO from 1985 to 1992. They examined matters of public concern and policy issues to prepare for the forthcoming debates in the Legislative Council and to study any matters other than bills and subsidiary legislation. Contents include requests inviting members of the public and non-government bodies to attend meetings to discuss issues under review, and submissions and representations received by ad hoc groups.
The subjects covered by the records include such as Vietnamese refugees, film classification and censorship, Daya Bay nuclear power project, transport policy, financial arrangements for the new airport, occupational health and the Office of the Commissioner for Administrative Complaints.
Among the types of documents contained in the files are memoranda, draft speeches, letters, notes of meetings, reports, discussion papers, briefing notes, publications, extracts from Notes of Legislative Council In-house meetings and press cuttings.
Records relating to ad hoc groups set up to study and scrutinize bills and subsidiary legislation are grouped separately under LAS 40: Records Relating to Ad Hoc Groups Formed to Study Bills and Subsidiary Legislation.
Before adoption of a new committee structure by the Legislative Council in 1992, apart from ad hoc groups, UMELCO and OMELCO had formed a variety of committees, working groups, steering groups and expert groups to deal with particular non-bills related issues and in-house matters.Records of the above mentioned committees and groups except for ad hoc groups are grouped in LAS 34: Records Relating to Working Groups Formed before 1992.
