Scope and Content
The records relate to the organization and operation of various working groups established within the Office of Unofficial Members of the Executive and Legislative Councils (UMELCO) and Office of Members of the Executive and Legislative Councils (OMELCO).

The subjects covered by the series include such as British nationality, British Dependent Territories Citizens’ passports, Basic Law, promotion of Hong Kong, Securities and Futures Commission, review on and implementation of the committee structure of the Legislative Council, and preparation made for a select committee formed to review elections of the Legislative Council in 1991.

Among the types of documents contained in the records are notes of meetings, agenda, press cuttings, memoranda, convener’s speaking notes, discussion papers, briefing notes and publications.

Records for the OMELCO Special Working Group on Nationality (1989-1991) were originally held in a lever-arch file. The contents are hole-punched in the top left-hand corner suggesting that they were originally maintained in manila folders, using Treasury tags, and were subsequently transferred to their present format.
