The records in this series relate to the organization and work of the Bills Committees of the Legislative Council and their subcommittees that were established to scrutinize bills laid before the Legislative Council. This series also includes records relating to the bills or subsidiary legislation referred by the Administration to the Legislative Council after 1 September 1992 for which the House Committee decided that the Bills Committees or subcommittees on subsidiary legislation needed not to be formed.
The subjects covered by the records reflect the wide range of legislation considered by the Legislative Council after 1 September 1992 such as dutiable commodities, criminal procedure, estate agents, patents, copyright, trademarks, the Mass Transit Railway Corporation and Kowloon-Canton Railway Corporation, employment, pension and provident fund, shipping, road traffic, telecommunication, sports, official languages, housing, education, consumer safety, banking, protection of personal data, urban renewal, air pollution, antiquities and monuments, Inland Revenue, fire services, the Supreme Court, adaptation of laws, anti-terrorism measures, protection of wild animals, noise control and places of entertainment.
Among the types of documents contained in the files are memoranda, agenda, minutes of meetings, draft legislation, letters, briefing papers, Legislative Council Briefs prepared for the Legislative Council by the Administration, reports to the House Committee, submissions, draft speeches, and Executive Council memoranda.
